The regulation is established by Edital 019/2024 – Navigation in the maritime area of the Benagil Caves, published by the National Maritime Authority (Autoridade Marítima Nacional, AMN), Port Captain of Portimão, in coordination with Lagoa Municipality, CCDR Algarve, ICNF, I. How These Rules Affect Different Ways to Explore Benagil

Boat Tours
Only licensed boat tours are permitted to approach/enter the cave per regulation. They cannot allow passengers to disembark onto the sand inside the cave. Tours must respect limits on number of boats and time inside.

Kayak & SUP Tours
Must be guide-led. Independent rentals without guide access to cave are illegal under current rules. Group size and guide ratio apply.
